About King County Target Zero
The King County Target Zero program is a coalition of partners that aims to achieve zero serious crashes, injuries, and fatalities on our roadways. It was formed in 1998 by Public Health – Seattle and King County with funding from the Washington Traffic Safety Commission and state public health funds. State grants continue to support it.
The Washington Traffic Safety Commission (WTSC) supports a network of 17 Target Zero Managers (TZMs) throughout the state. TZMs actively manage grant-funded projects such as speed reduction, pedestrian safety, and High-Visibility patrols like Click It or Ticket and Drive Sober or Get Pulled Over.
Each WTSC region has at least one traffic safety task force that meets quarterly. The task force reviews traffic safety issues in their region and decides about programming. The regional Target Zero Manager leads these task forces or coalitions, including law enforcement and other traffic safety stakeholders. Read our current Strategic Plan here.

Mission

The coalition operates under a three-year strategic plan and is governed by a steering committee that outlines the priority areas of focus for traffic safety work in King County. The coalition also supports the state’s Strategic Highway Safety Plan: Target Zero — a data-driven strategic plan developed by Washington Traffic Safety Commission.
Activities
- Providing traffic safety education to the public and high risk groups
- Educating coalition members on traffic safety trends and issues
- Providing a venue for people interested traffic safety to network and collaborate
- Tracking traffic crash data and adjusting program activities to address needs
- Coordinating multi-jurisdictional patrols to enforce Washington’s DUI, speed, seatbelt and other initatives
